Recently, the guidelines for promoting the healthy development of food industry was jointly issued by National Development and Reform Commission and Ministry of Industry and Information Technology, aiming to further perfect the standards system, promote food additives standards to harmonize with international standards, facilitate enterprises to establish the food traceability system, accelerate the elimination of outdated capacity and improve the efficiency of cold chain logistics.
According to the guidelines, the development of food industry has achieved remarkable results during the 12th Five-Year Plan period. Yet, the challenges related to food quality, supply efficiency and circular economy still hinder the development of Chinese food industry. Therefore, the document is expected to sharply improve the development level of food industry with high quality and efficiency by 2020, complete the standards system and make impressive outcomes in the fields of resources utilization, energy saving and emission reduction, energy and water consumption, etc.
Key tasks are as follows:
· Improve the supply structure and supply efficiency;
· Promote industry transformation and upgrading;
· Accelerate the integration of information and industrialization;
· Enhance the international exchange and cooperation;
· Strengthen governmental supervision to ensure the safety and security of food industry.
The document highlights the implementation of “Belt and Road” Initiative by encouraging enterprises to set up overseas offices and food technology centers and introduce advanced manufacturing technologies and equipment in food industry. Also, the foreign investment is fostered in the areas of nutrition manufacturing and food production to better promote the bilateral cooperation in new technologies, products and equipment.
In addition, the blacklist and whitelist system of food safety will be further perfected so as to reinforce the supervision. The crackdown on infringement and counterfeit will be strengthened to better protect intellectual property rights.
